For two years, occupational training centers must have a quality management system (QMS) based on the ISO 9001 standard. This is established by Order TMS/369/2019, of March 28, which regulates the State Register of Training Entities of the vocational training system for employment.

One of the requirements established in said regulation is the obligation, both for private and public centers, to have a current certification that certifies the implementation of a QMS. More specifically, it is articles 20 and 21 that contemplate these conditions, for face-to-face training and for tele-training respectively.

Call for SEPE grants for training

The State Public Employment Service (SEPE) has approved in a resolution, in March 2021, a call to grant public aid to entities that carry out training actions at the state level. In it, the fact of being certified according to ISO 9001, ISO 14001 or ISO 27001 provides 6 points to the applicant.

The courses should be aimed mainly at busy people in the tourism sector, and are framed in the set of measures to implement the Recovery, Transformation and Resilience Plan.

The obligatory nature of ISO standards

The implementation of ISO 9001 is, therefore, a necessity and an obligation for all those training centers that wish to regularize their membership in the State Register of Training Entities of the vocational training system for employment. In addition, implementing a QMS based on this standard allows them to launch training actions that can benefit from SEPE aid.

Since the entry into force of Order TMS/369/2019, of March 28, these centers had an adaptation period to comply with all the requirements demanded in it. That period has ended on April 2, 2021. Among the requirements that must be met the centers is having a Training Project. In addition, they must also have a valid certificate of the quality management system in place.

On the other hand, having a QMS in accordance with the ISO 14001 and ISO 27001 standards provides points for obtaining aid in public calls for state-wide courses for employed persons. In this way, if the company complies with the regulations, it will obtain an important advantage over other non-certified training centers of the competition.
